DEVELOPMENT MUST BE MORE THAN CONCRETE

Roads matter.
Buildings matter.
Bridges matter.
Infrastructure can transform a country.
But serious leadership must ask a second question:
Who benefits from the development?
A project can look impressive and still raise important questions.
Was public money used responsibly?
Will ordinary citizens benefit?
Will the project create jobs?
Will it improve movement, business, housing, services or productivity?
Will it create more congestion somewhere else?
Will it still be useful 20 years from now?
Was it completed at the expected cost?
Can citizens see where the money went?
Political leaders should never fear these questions.
They should expect them.
Because development is not only about announcing projects.
It is about delivering value.
A responsible leader should be able to explain:
Why the project is needed.
How much it costs.
Who is funding it.
Who benefits.
When it will be completed.
How success will be measured.
Citizens should also avoid judging leadership using only one photograph of a construction site.
Ask what happened before the groundbreaking.
Ask what will happen after completion.
Ask whether the project solves a real problem.
Good leadership does not choose between development and accountability.
It should demand both.
Build infrastructure.
Create opportunity.
Protect public resources.
And make sure development improves people’s lives.
